The source of project funds is the progress payments from the Project Owner. The Procuring Entity is China Energy Engineering Group Guangdong Thermal Power Engineering Co., Ltd. Project Overview and Procurement Scope2.1 采购范围：越南广治风电项目建筑工程1标2.1 Procurement Scope: Lot 1 – Civil Construction Works of the Vietnam Quang Tri Wind Power Project.2.2 主要工作内容包括（主要内容但不限于以下）：2.2 The main work content includes (the main contents include but are not limited to the following):（1）负责本标段开工后场地的清障和施工场地平整工作；乙方承担自身的生活、生产、办公临建设施。（1）Responsible for site clearing and construction site leveling after the commencement of this section; Party B shall undertake the construction of its own living, production and office temporary facilities.（2）负责完成本标段施工测量放线、砍清工作。（2）Responsible for completing construction survey, setting out and vegetation clearing in this section.（3）负责本项目的7台风机基础施工（桩基施工及检测（含试桩）、基坑开挖、回填，基础混凝土的施工、防腐的施工，钢筋制作安装、预埋件、二次灌浆等)；负责Win1场内道路施工。（3）Responsible for the construction of the foundations of 7 wind turbines in this project (including pile foundation construction and testing (including test piling), foundation pit excavation, backfilling, foundation concrete construction, anti-corrosion construction, reinforcement fabrication and installation, embedded parts, secondary grouting, etc.); responsible for the construction of internal roads in Wind Farm 1.（4）负责本标段内材料运输过程中涉及的跨越（穿越）、迁改线、拆迁、协调、场内道路的清障维修及附属工程等。（4）Responsible for crossing (traversing), route relocation and modification, demolition and relocation, coordination, clearing and maintenance of internal roads and affiliated works involved in the material transportation within this section.（5）配合风电机组设备的运输及大型吊装机械转场工作（场内道路及吊装平台不能满足设备运输履带吊组装及风机安装时应第一时间安排机械配合扩宽,不能影响风机安装进度)。（5）Cooperate with the transportation of wind turbine equipment and the transfer of large hoisting machinery (when the internal roads and hoisting platforms cannot meet the requirements of equipment transportation crawler crane assembly and wind turbine installation, machinery shall be arranged immediately to cooperate with widening, and the progress of wind turbine installation shall not be affected).（6）负责锚栓组合件安装 、 检测（提供有资质的第三方出具的检测报告）、支架及预埋件制作安装。（6）Responsible for the installation and testing of anchor bolt assemblies (provide the test report issued by a qualified third party), as well as the fabrication and installation of supports and embedded parts.（7）负责风机基础沉降观测基准点、观测点的制作；负责风机基础不锈钢材质沉降观测标志的安装，负责基建期风机基础不同阶段的沉降观测测量工作，移交完整的沉降观测记录。（7）Responsible for fabricating the reference points and observation points for settlement observation of wind turbine foundations; responsible for installing stainless steel settlement observation marks for wind turbine foundations, responsible for settlement observation of wind turbine foundations at different stages during the infrastructure period, and submitting complete settlement observation records.（8）负责风机的防雷接地网施工及检测(需具有经业主认可的第三方检测机构出具的专项报告)。（8）Responsible for the construction and testing of the lightning protection and grounding grid for wind turbines (a special report issued by a third-party testing institution approved by the owner is required).（9）负责风机安装平台的施工、平台地基承载力试验。（9）Responsible for the construction of wind turbine hoisting platforms and the bearing capacity test of the platform foundation.（10）负责本标段甲供所有设备、材料的接卸、二次倒运、开箱验收、保管、保养、发放等工作。（10）Responsible for the unloading, secondary transfer, unpacking acceptance, storage, maintenance and distribution of all equipment and materials supplied by Party A within this section.（11）负责本标段相关的材料、设备、试块送检并取得检测、检验合格报告。（11）Responsible for sending relevant materials, equipment and test blocks in this section for inspection and obtaining qualified inspection and test reports.（12）负责风电场区生产准备期安全警示牌的制作、悬挂等（由甲方确定采购标准，由乙方采购）。（12）Responsible for the fabrication and hanging of safety warning signs during the production preparation period in the wind farm area (the procurement standard is determined by Party A, and the procurement is completed by Party B).（13）乙方在施工过程中严禁随意扩大占压和扰动地表面积，超越甲方划定的道路或临时场地边界所造成的所有压耕地、青苗损坏、农用设施损坏及其他设施损坏等均由乙方负责赔偿。开工前充分向发包人了解施工区域内的地下设施分布，必要时采取保护措施，否则在施工中造成地下设施损坏由承包人负责赔偿。负责本标段各阶段环境保护、水土保持、土地复垦、植物措施等施工工作并承担相关费用。（13）Party B is strictly prohibited from arbitrarily expanding the occupied area and disturbing the surface area. All compensation for cultivated land occupation, crop damage, agricultural facility damage and other facility damage caused by exceeding the road or temporary site boundary designated by Party A shall be borne by Party B. Party B shall fully understand the distribution of underground facilities in the construction area from the Employer before commencement, and take protection measures when necessary; otherwise, Party B shall be responsible for compensation for damage to underground facilities caused during construction. Bidder Qualification Requirements3.1 投标方必须是在越南境内登记注册，具有独立法人资格，具备民用或工业建筑施工三级以上资质（含三级资质）或建筑工程（土木工程）三级以上资质（含三级资质)；3.1 The bidder must be a legal entity duly registered in Vietnam, possessing independent legal personality, and holding a Grade III or above construction qualification certificate (Grade III inclusive) for civil or industrial construction works, or a Grade III or above construction qualification certificate (Grade III inclusive) for construction engineering (civil engineering) works;3.2 投标方具备有效的营业执照；3.2 The bidder shall hold a valid business license;3.3 投标方近三年无重大安全伤亡事故，无重大火灾事故，无重大质量事故等；3.3 The Bidder shall have no record of major safety casualties, major fire accidents, or major quality accidents within the last three years;3.4 投标方在近5年内不曾在任何合同中违约或被逐或因投标方的原因而使任何合同被解除；3.4 The Bidder has not, within the last five years, defaulted in any contract, been expelled from any contract, or caused the rescission of any contract due to reasons attributable to the Bidder;3.5投标方在近5年有光伏、风电等新能源业绩或其他建筑专业业绩的经验及其合同履行情况和现在正在履行的合同情况；3.5 The Bidder shall have experience in new energy projects such as photovoltaic or wind power, or other professional installation works within the last five years, together with the performance records of such contracts and the status of contracts currently being performed;3.6 投标方具有越南的税务登记，没有处于被责令停业，财产被接管、冻结，破产状态；3.6 The bidder shall have tax registration in Vietnam and shall not be subject to any order of suspension of business, nor shall its property be under receivership, freezing, or bankruptcy proceedings;3.7 本项目不允许联合体投标。3.7 Consortium bids are not permitted for this Project.四、资格评审方式(资格后审)IV.
